In any field, including biotechnology, its been shown that what works best is a joint approach--public and private. There are some neoconservatives and (fake) libertarians around that argue that research should be private only--but frankly, that's utter nonsense. Much of our technology is drawn from what is learned from military research--and we'd simply be idiots not to take advantage of the commercial/peaceful applications.
The general model that has proven to work best is a "network" that includes basic research (largely in universities or related research facilities), much of which is government-funded. That is linked to private interests (corporations, for-profit research centers, start-ups,etc) who take basic technology and develop it into useable products--and inn turn put money back into more basic research.
The way this works is a good bit more complicated--but that's hw "Silicon Valley" works--and the same kind of organizational model/network has deliberately been developed in the biotechnology field.
As to whether we "should" do it this way--that's a value judgement. But this public/private system is what works best in producing a high level of innovation--and if we want the US to remain a world leader in technology and economic progress, that's how we have to do it.

Recent research has shown the empirical evidence for globalization of corporate innovation is very limited. And as a corollary, the market for technologies is shrinking.
As a world leader, it is important for America to provide systematic research grants for our scientists. I believe there will always be a need for us to have a well-articulated innovation policy with emphasis on human resource development. Thank you.
As for dating myself, hell yeah!

I was buying some new jeans at underground the other day. I tried on a pair in the change room, but felt that the pockets might be kinda tight so I put my wallet in the pocket just to test it out. The jeans seemed to tight overall so i took em off, changed back in to my old clothes, and put the jeans back on the shop shelf with my wallet still in the pocket. And left the shop. Happened 4 days ago, went back to the store today and got my wallet back, phew (had like $525 in cash in it, there was $5 missin, wtf)
