Is it illegal to sell a vehicle w/ a broken headlight?

Is it illegal to sell a vehicle w/ a broken headlight?

ie. one lamp housing was damaged in an accident and the owner was too lazy to fix it so they're selling the car as is w/ a broken headlight.

I'm just wondering if there's some sort of clause somewhere that requires all safety equipment to be functional at the time of sale.

The Motor Dealer's Act requires dealers to state, on the sales contract, that the car meets standards. Nothing about private sellers that I'm aware of.

Sale of motor vehicle contrary to regulations

222. A person must not sell, offer for sale, expose or display for sale or deliver over to
a purchaser for use a motor vehicle, trailer or equipment for them that is not in
accordance with this Act and the regulations.

Sell it to them for scrap purposes....
