why would anyone in a almost stock 5th gen prelude be pumping music and ripping it in front of cls63, c63, 911 turbo, m5, m3...........he was there to make himself look really bad....

Ok everyone, what about this? If we spot "douchebaggery" happening and there are no cops, then we should get the description of the driver + vehicle and call it into 911 (non-emergency)
