Clearing the intersection when the light turns red - if you're not turning left?
 
Ok so I just saw this happening and I was hoping to get some opinions on this.

Two cars facing each other are trying to turn left at an intersection.
Let's say Car A and Car B.

Now both wait for the red light to complete their turn.
My question is this:

1. I've seen impatient morons (say Car C) who wait right behind Car A and after car A finishes their turn, they continue through the intersection, effectively running the red light.
If Car B hits Car C, car C should be at fault for running the red right? Or will there be partial blame on Car B for not turning when it's safe?

2. If Car C waits right behind Car A, but is IN the intersection, let's say front half is in the intersection. But he has no intention of turning left. He's merely planning on running the yellow/red as soon as Car A finishes the turn (I hate people who do this).
Does this basically mean Car C has the right of way because it is 'technically' in the intersection? Doing a search in this forum I found that if you're turning left, you have the right of way when the light turns red to clear the intersection (regardless if it's 1 or 2 cars, so long as the front wheel is past the stop line), but what if the 2nd car is just planning on going straight?
Same thing?

Thankfully I haven't seen any accidents resulting from this, usually Car C would be in the middle of the intersection but wait for Car B to turn before crossing on the red.

I know what you mean. I've seen it so many times. I've sometimes been the unlucky one who is turning left and have to wait till it's way after the red to finish my turn because of the moron who goes straight through after the oncoming guy finishes his left turn.

As far as the MVA is concerned, the red light runner gets tagged.

As far as civil law (ICBC) is concerned, they are probably both at fault to some extent.
