Problem with importing a car

My friend gave me his car from the states. The cars is 15 years and older but i have one big problem. The car has sat at his house for over 2 years. It still has the Washington plates on them. I have most of the paper work, but do I still need a recall letter? What do I do? Is the car still importable?

What is the make and model year of the vehicle?

When exactly was the vehicle brought across the border?

Where the taxes and duties paid on the vehicle at that time?

Was a federal RIV inspection done 2 years ago?

15 years and older, no recall letter is needed.

the RIV isnt involved with cars 15 years and older.

take the form 1, title, and your provincial inpection ticket (the thing you get from the mechanic when you pass) and go to ICBC. They will handle the rest.

I imported a 1993 RX7 and it sat for a year before I went to ICBC and registered it.

Again... RIV is NOT involved with cars 15 years and older.

^ The problem is that the car may have been less than 15 years old when it was originally imported. Hence my unanswered questions.
