got mailed a ticket but wrong offence

This is kind of confusing...I have got a ticket a while back that i have put on dispute already. But I have just recieved a notice of out standing fine owing for a ticket that was issued that same day but I NEVER did get for a similar offence (tinted WINDSHIELD). is it possible that the officer screwed up writing the ticket? Is there something I can do about this? Because the car never did have a tinted WINDSHIELD and I never got this ticket ever.

It is distinctly possible that you have been the subject of a personation. Chances are good if this is the answer, it was done by someone who knows you well.

To check it out, take the letter to a driver service center and ask for a copy of the ticket indicated on it. They will give you one and you can start deciding from there.
