Confused pedestrian
 
So I was on marine drive + fraser turning left southbound onto fraser, I see a guy at the crosswalk just standing there wondering whether he's going or not while i'm waiting to turn left, the light turns yellow and the guy starts to cross the street... I literally miss him by inches and the car behind me just stopped there. What is the right thing to do in this situation? Guy was most likely a hobo btw.

i would just stopp because cars wouldn't enter the intersection if they see you stopped for a pesestrian. Besides, your stopped in the middle of it due to some dumbass pedestrian i'm sure everyone will understand

Rev engine to get pedestrians attention. If it was a hobo, then he's probably too high to make good decisions anyways, not much you can do short of running him down and doing society a favour.

Duty of driver

181. Despite sections 178, 179 and 180, a driver of a vehicle must
(a) exercise due care to avoid colliding with a pedestrian who is on the highway,
(b) give warning by sounding the horn of the vehicle when necessary, and
(c) observe proper precaution on observing a child or apparently confused or incapacitated person on the highway.

From what you said, you wre waiting to make a left turn while the light was yellow and you were behind the crosswalk..then you broke the law and enetered the intersection on the yellow and almost hit the pedestrian? Am I missing something? If the light is yellow you must not enter the intersection...same as running a red. Or did I misunderstand what you posted? "while i'm waiting to turn left, the light turns yellow ".

Sounds to me like the pedestrian was waiting to cross Fraser St. The lights would have been with Marine traffic, and the guy probably waited until that turned yellow to start crossing Fraser... hence he's "confused".

WTff you show OP turning left from the centre lane, when there is clearly a marked left turn lane.

Original poster didn't say anything about being behind the crosswalk, or being behind another car. So if he's waiting to turn left, I'd assume he's already in the intersection before the light turned yellow.
