Early road blocks?

coming home from my usual route home from work until i turned on to finylson from blandshard going towards hillside mall.

traffic was very slow and assumed there was an accident.
after the 30 min crawl, i made it to Finyslon and cook where they had a road block on both directions @ 445PM.

even though xmas holidays are coming up, it is a very odd time for a road block especially during rush hour.
