Road sign complain - who regulate road signs?

Ok, so i'm sure quite a few of you has seen this stupid speed sign with a strobe light on 5 road, near steveston, Richmond. And yes, i know there has been previous threads about this. However, i couldn't find anything about filing a complain.

I drive by this every day, and it flashes when i'm going 30km/h. It flashes when i see cars flying by at 80km/h+ or so. It pretty much just flashes when a car is driving by. Under normal condition, it's just annoying with the big LED speed reader and strobe flash. It's actually distracting as it takes my attention off of the road more or less.

So i was driving home tonight in the fog, and the damn thing is flashing again, but this time due to the fog it's blinding. I actually couldn't see anything when it flashes in the fog. I understand the big speed reader, but this strobe flashing has got to stop. I want to file a complain with the city, anyone know who to write to?

From the Transportation Act:

Minister may require remedial action

16 (1) Subject to section 22, the minister may furnish a notice under this section to the owner or occupier of land if the minister believes that there is on the land, whether or not that land is near a provincial public undertaking, equipment or a tree, fence, sign, building, vehicle, device, object or situation that, in the minister's opinion,

(d) is a nuisance that might distract the operator of a vehicle on or near a provincial public undertaking or impair the operator's ability to drive safely.

Section 22 gives the minister authority to act without notice in an emergency.

So, you could deal with the provincial road maintenance contractor as well as municipal authorities.

There's been a 30km/hr construction zone sign posted on Goldstream in Langford for well over a year now. Work on the building it was protecting was completed a good 8 months ago.
