Fabbing up a small gear

Ok so i got a pop up navi system on the car, but one of the gear broke. Lexus wants to replace the ENTIRE navi system because of a broken gear.

Half of the gear is broken, the other half is fine. It's made of plastic. Does anyone have the tools to replicate the piece?

It's no more than 1.5CM cube in overall size.
