So it looks like there is absolutely NO way of successfully disputing a cell phone ticket?

Claim you were scratching your ear all you want, the officer will simply argue that you stashed the second cell phone in a hidden compartment.

But this brings up a good point - if you have an itch, don't scratch it. Don't rest your head on your hand while waiting at a light.
