Confused about China Airlines

As the title states I'm confused with the booking policies of China Airlines. I am planning a trip to Taiwan at the end of July and was going to use my moms Credit Card to book. There was however a notification pop up on the China Airlines website when I was booking and was hoping someone here could help me.

"The ticket holder must travel with the credit card holder who purchased the ticket.
Kindly present the credit card/debit card for verification at check in counter upon departure.
Failing to present the credit card/debit card, or discrepancy of the name & credit card/debit card number
with the ticket or travel alone without card holder who purchased the ticket,
You have to purchase another ticket at airport counter for the booking.

If the creidt card holder is not a travel party of the purchase, he or she must process the verification
through visit one China Airlines city office at least 48 hours before travel during the business hours.

Do you agree?"

So is it telling me that in order to use China Airlines my mom needs to go to the ticket kiosk at YVR and purchase a ticket or she needs to contact their branch office downtown?

Sorry for the long post but seeing as it will be my first time traveling to Taiwan and the China Airlines esl level english threw me off.

Never seen this before, usually you can buy a plane ticket on say your parents CC and travel without any issues. I wouldcall their head office or a traval agent that deals with China Airlines to find out 100%.
