maybe if they start killing the faith militant, that would only inspire more of the poor to join their cause. in the citizen's eyes, the high sparrow gives them what they want (shaming cersei, soup kitchens n shit, etc).
Good question. I'm guessing from the speech the High Sparrow gave to Jamie that the Faith Militant are a much larger group than we believe, large enough to threaten the Kings Guard, Lannister soldiers, and City Watch. He mentioned how they all thought they were poor and worth nothing, but formed together they became powerful.
Faith Militant appeals to all the commoners in King's Landing. IRC, religion is a pretty big thing there, so by going back on your word or killing them off, you'd end up turning the entire city against you. Yeah, you have guards, but it'll be like the Sons of Harpys all over again.

No wonder Ned always seemed so grim. He didn't actually kill Sir Arthur in proper combat but the legends say he did. He's got secrets that guy does. This also explains why Howland Reed goes back to the frog people and never comes out again. He either is living with his "shame" of what he did or overly protective of Meera whom he rescues with the tower.
What if.... Dany gets killed and Tyrion, Meera, and Jon ride dragons?
