Late 90s early 00s black cavalier

8:20pm, sat night, kingsway and joyce, not a good idea to drink and drive, and your passenger shouldn't be drinking either. New driver sign (white/green version) on back. 2dr Coupe.

I refrained from posting the license plate. The hope is that someone on here may possibly know who they are and smack some sense into the person.

What's the non-emergency # to call for this type of reckless/drunk driving?

If you're pretty sure someone is driving drunk, and they're all over the road, they need to be off the road NOW before they kill someone.
