Are these considered stretched tires?

Noob question but I know nothing about stretched tires. Friend dropped off his car while he goes on vacation to do a few things since the car needs to be Aircared asap and I find his front tires to be totally worn out to the point I don't want to drive it and risk a blow out and crashing it.

The rims are 9" wide BBS with 235/40/18's. 245/40/28s are the stock upsizing and would match the rears so that would be fine as well if it makes mounting easier.

If any shop can do this, then it saves me a huge headache. If only certain ones can, then I guess I only have the 3 options listed in the FAQ? Rims are already curbed so the owner said a few more scratches doesn't matter. I just need to get this changed asap so I can take the car for a good long drive before going to Aircare on Saturday. Thanks in advance.

That's a very mild stretch and most any competant shop can mount the tires without any problem. Search the recommended shops.

Its a mild stretch, any shop can do it, I have 245/35/18 for my 9.5"

I have 215/45 on 9" so that's nothing at all.
