Disputing A Violation Ticket

I have my license plate on my scooter mounted vertically instead of horizontally, I got a ticket for it. I didn't know it was against the rules, but I guess you live you learn. It's a $196 ticket.

The officer that pulled me over was nice, said that if I get it fixed and go and dispute the amount and not the violation (which is fine by me), he'll back me up with the judge and support my dispute.

Anyways, I'm looking at the instructions on the back of my ticket, but I can't seem to figure out whether I am supposed to pay first before my fine dispute? Or dispute it, then pay whatever is deemed the outcome?

When you go into ICBC, dispute the fine not allegation.
