Disputing a ticket - written request for fine reduction

Just a few questions:

1. I read somewhere that the officer is no longer required to show up in court in order to have the charges stick and all they have to do is submit a written statement. Is this true?

2. I was given a ticket for section 25.30 (4) of the MVA which is basically a failure to comply ticket for a previous inspection notice. Am I stuck with having to pay the full $598 (IIRC) or can this be reduced?

3. If it can be reduced, is there any difference in submitting a written request for a fine reduction/additional time to pay the ticket vs. showing up to court that day and asking for the same thing? What I mean is, will showing up to court be a factor in the amount that is reduced, or the additional time given?
