Safe to say for a small percentage of the chronics, sure... it's the "casual" drunk-driver that we're talking about though, and it's just like any other kind of infraction of the law: the IMMEDIACY of the penalty has a big impact on the perceived IMPACT of it. It's no different than the classic "teens thinking they're invincible" - people tend not to look at POSSIBLE consequences, MAYBE, somewhere WAY down the road.

From my criminology courses at university, and on the job experience, the likelyhood of getting caught and an immediate penalty (specially one that really "hurts") is a far greater motivator to behave than something maybe worse way down the line, maybe...

As someone else here has already speculated...maybe all the publicity about the "Overturning of the impound laws" by the courts had spurred the drunks to come out and drive again.....or maybe less of them were abducted by aliens this season and chose to drive instead of spending the time telling others about how they were anally probed?

Unless we had the truth from every one stopped as to why they chose to drive impaired, we will never know the real reasons.
