Getting vehicle registration

Ok so I am looking into buying a Nissan pickup for a really good price, but it has no papers. The guy who owns it was going to use it as parts for another Nissan he has but it's much too nice for that I think. He got it without the papers so he doesn't know anything about it's history. What is involved, if it's possible, in getting some new registration for it so I can actually drive the truck? I'd also like to ensure that it's not stolen or anything like that.

did he ever transfer it from the previous owner to himself? If he did, you can do a lost regi search through ICBC, think it costs like $20-30? Then you would just have to transfer it to your name. But you can't do that if it wasn't actually transfered to him originally.

I tried google but I guess my search terms weren't very good. There is no proof of purchase or bill of sale, anything like that. The guy who has it now is not the registered owner and we don't know who is. What is a Notarized Statutory Declaration?

A statutory declaration is basically a statement that says "I bought it from so and so for $xxxx. He does not have a registration. He bought the car in 20xx for $xxxx from xxxxxxxx." It is then notarized which means you basically pay somebody to verify who you are and they remind you that if you are lying, it will end poorly for you.
