Try to install a few cheap cameras around the suspected locations where the neighbour could be messing around. If you catch it on film, you can fuck him up big-time.

I'm glad your cat survived.

If you do however decide to allow your cats to roam freely unsupervised I would suggest picking one that is stronger and faster than most. I used to have a huge black muscular cat that weighed about 20 lbs. That thing would go out of it's way to attack dogs and win. Totally not affectionate, but cool cat none the less. It got run over and died. We used to live on the river in a sail boat.

Now that I live in the city with streets in every direction I wouldn't let my cat out unsupervised, no way.

We had a similar issue with our neighbours and called the Humain Society (SPCA). They took it as a very serious allegation and followed up with the RCMP as this is considered Animal Cruelty and is a felony. Everyone we dealt was very nice and didn't downplay the situation. They (RCMP) approached the neighbour (anonymously) and informed them of the sevarity of the issue (it was easier because they had a little dog and used the 'concern for the public' approach and to keep their eyes open and report any suspicious activity).

A friend of mine had to go thru something like that. Her neighbors insisted that the HOA rules didn't permit outdoor cats but it turned out they were wrong. They instead ended up poisoning the cat. Poor thing got better but was always frail after that. I'm glad to hear your cat is doing much better.
