it's not that easy.

theft under 5000 or whatever it is, you get detained, the person can write a record and sent to VPD and they keep it as a record.

VPD has the right take you to court, but of course, most of the time, it's a no. no one will just waste thetime to take you to court if you stole a bar of soap.

Hope he doesn't drop the bar

That is an occupational hazard when you are a thief (OMG dfid I acutally say that?....you know, someone who steals somebody elses stuff). Occasionally you actually get caught and have to face some sort of penalty. Imagine that?
