I don't think I would purposely try and annoy her but I wouldn't go out of my way to avoid her house either. Just keep doing what you're doing if she escalates it then feel free to be an asshole.
You want to be a real prick go stand near her house, pull out a camcorder and record her house with the barking dogs (leave your dogs out of the shot). Complain to animal control about her barking dogs and back it up with your video, they can fine her especially if she's getting lots of complaints.

In situations like these I'd just take the high road, you're not gonna make her any less of a cunt by aggravating her and she probably has bigger issues, let her carry on her sad pathetic life and just be glad you won't die a miserable cunt. No point stooping down IMO

I too am a dog owner in the city.. it's tough. They need space to run around, and off-leash dog parks seems to be few and far between. Great idea running them the way you do though, I let my labrador drag me around on my bike a few times each week, probably let her run for 3-5km each time.
