I don't see how you can not understand if you can't park there or not.... It's very common to have a number of signs on posts in the DT core since the number of delivery drivers and such...

From 7-9:30, NO STOPPING.
From 9:30-6, LOADING ONLY.
From 6pm-7am, PARKING (subject to the normal limits of all Vancouver streets - 4 hours I think?)

OP, you can park to the left of the sign after 6pm on Mon-Sat, on Sunday you can park there at anytime. You can NOT park to the right of the sign at anytime.
