If you use the Automated Border Clearance machines at YVR (for Permanent Residents and Canadian Citizens), they have multiple languages you can choose, one of which includes chinese. If you don't choose to use those machines and go to a booth (typically for non-residents), and you don't speak english, the officer will direct you to the interpretation booth. So there's no legit reason to play the "I don't speak english" card if you get caught and get away with it.
