Any liability on bicycles that hit cars?

My car was hit by a bicycle, but luckily no damage was done. But if there was damage, how would they be liable? Considering that they have no license plates, registration or even insurance, seems like they could just ride off with no repercussions.

Seems like one of those shitty situations where if the guy just decides to ride off you're screwed unless you can stop them and find a witness saying they saw them hit you (good luck). Just like the asshole who hit and runs you in a parking lot you'll be enjoying paying that deductible.

If they ride off without you getting a good picture of their bike/face, they can pretty much get away with whatever they did.

... which, to me, represents a pretty big problem. But what do I know, I just live on a bike lane and narrowly get smoked while crossing the street by speeding cyclists (because it's a downhill stretch they are often faster than cars) on the daily
