They do that already.. most of those kids pushing credit cards at Superstore / Canadian Tire, they usually have the nicest cars on the lot.. they are doing it so that they can claim they work for a bank and is invaluable to Canadian society.

Honestly the more you nitpick the more it will cost the tax payer. Just like our environmental laws, they are well written but we don't have the $$ to enforce it. People with means will come whether you like it or not, the more rules you throw at them, they will just dance around them. It is the immigration lawyers that get all the fees.

The problem isn't immigration - it's the fact that unlike most American cities, Vancouver city planners way back when (and now) lack(ed) the foresight to think the GVRD would expand. And now we are trying to play catch up with limited funds. Not to mention our public transit system sucks compared to most other major cities. We don't even have a decent light rail network from the most populous suburban area (Surrey) to Vancouver. Not to mention a Vancouver mayor who wants to stonewall vehicle traffic rather than acknowledge it exists (and for good reason) and facilitate it instead. That's the reason we have traffic.

I mean, I dislike traffic as much as the next guy but to blame it on immigrants is pretty fucking ignorant.
