Vandalism of Property
 
Neighbor threw a rock at our window and it has a huge crack mark. 911 or non emergency line? Do I just leave it to the house insurance company to cover it? Sister saw him throw it as she was in the kitchen...

What's the best course of action?

I would probably call the non-emergency line and file a report with the police. Then use said report to make a claim with home insurance agency.

What will happen is that the police will likely knock on their door and ask them a few questions, and maybe your sister too will be questioned. But if they don't admit to it you're kinda SOL. If there is police interest in the event (the neighbor admits to damaging your property), you can use their testimony to press charges if you would like.

Full Disclosure: Followed these steps about 5-6 years back when a neighbor was babysitting some of her nephews who egged/threw rocks at our house. Same deal as you, a window was cracked. Luckily the neighbor admitted to it being her nephews and paid our deductible to have the glass replaced.
