UPDATE: The 'NEUTRAL' rating has now been replaced with 'FLAKER' to better point out sellers and buyers who are not so reliable when it comes to meeting up. No need to post in the flakers thread anymore.

UPDATE 2.0: 'FLAKING' may also include time wasting or not completing a transaction in a timely manner. It may also include poor communication, not returning phone calls or pretty much the 'Run-around' given by the seller. It will be determined by a mod what is FLAKING and what is not.
