It's shitty, in a sense that I wouldn't want to fall under those rules (actually I don't really care since I don't drive much). However, they may be good for the people who think they are too good for the system. But it's too easy to squeak out of, they should have better reinforcements of the rules. Let these cocky kids know that they don't own the road and drive like fucking nuts and not expect to kill people (and themselves, for that matter).
