) In order to measure the level of development in Mexico City, I would gather information from a number of areas. Mexico City has experienced major problems with over population and poverty. As such, I would begin the measurement of development by assessing the employment structure of the city. Many people have, and continue to flock to the city by way of rural-urban migration, in order to find higher paying careers within the city. Measuring the rate of employment/unemployment, as well as the structure of employment (i/e informal sector, blue collar etc) would be vital to determining the city’s level of development, since employment dictates the availability of money to the population, and through the multiplier effect determines the economic status as well as the general quality of life of the city’s people. In addition to measuring employment structure and unemployment rate, I would use the also use the level of the education system in order to determine the overall level of development within the city. In areas such as Mexico City, the cycle of poverty is perpetuated as people are not educated enough to qualify for higher paying jobs. Consequently, they are poorer, and their kids are forced to drop school at an early age to work as well; perpetuating the cycle. By assessing the educational system, as well as the enrollment numbers for primary, secondary, and post-secondary education, a clearer picture could be drawn of the overall level of development of the city. This is because the more educated a population is, the easier and quicker an area can develop.
