Thats not rice, thats a dealer plate. They have magnets on the back so they can just switch it onto other cars with ease. And since the bumper is made of plastic they had to stick it there.

I knew it wasn't rice, but I found it funny how they put the plate higher up. I thought they actually drilled it into the trunk!
