Hmm well it shouldn't be THAT loud, but I guess it also depends on how many startup programs you have running...

It doesn't matter how much stuff you load...

If you have an old ass HD that makes lots of weird loading noises, then it's time to buy a new HD. If you have a loud humming noise, then you'll want to get a new heatsink fan and case fans.

well i've had this comp for over 2 years now

where could i go to get a good heatsink fan and case fan?

cuz normally when da comp is on it makes a lil humming noise/whirling noise but now is kinda higher pitched for me

its harder 2 sleep now when its on

Well when my laptop had a lot of programs to start up when I started the comp up it really struggled at the beginning to load em all up making lots of noise, but when I reduced it, its a lot smoother startup now...

That's probably your internal fan. See, when you have more programs open, the CPU usage is higher and therefore, it runs hotter. Hotter temperatures trigger the heat sensitive thermoresistors that tell the fans to turn their asses on.

I can hook you up with a new one...hand built by me...and I guarantee I do a better, cleaner job than any of the computer stores around here...

...and I do mods on the case and...loads of warez. :D

I just bought this....

Athlon XP 1800+
Gigabyte GA-7VRXP (KT333)
512MB DDR333 PC2700 Samsung RAM

Uh...about 180 each for the proc and the mobo...another 195 for the RAM.

The rest of my computer (which I had prior to the three aforementioned parts...) is...

60GB ATA133 7200rpm Maxtor D740X
20GB ATA100 7200rpm WD
ATI Radeon 7500 64MB DDR
SB Audigy Gamer
LiteOn 24x10x40 CDRW
Pioneer 106s 16x DVD-ROM Slot loading
InWin Q500N Full Tower (2' tall)

...8 case fans...uh...various stuff.

Dunno how much it would cost...I put together a system for my aunt with the same proc, mobo and RAM but with a slower video card and a Live! 5.1 sound card and a 40GB HD for about $1200 after taxes.
