Setsuna isn't artificial, he's a Newtype-type thing. He actually EVOLVED into an Innovator. Louise, and possibly Nena, are artificial Innovators. That is, born human then somehow altered.

Only a few more ep. to go. The end of #22 was a bit of a suprise to me though. Gonna be interesting to see how it ends.
