Charges will be certainly be laid, and claims and/or lawsuits will be made against the arsonist(s) and anyone else involved by the insurers of the building, and of the other stores affected.
Burning down a poorly-performing business to collect the insurance looks like a good idea in the movies, but in real life it will almost never work and nine times out of ten will land you in FAR FAR deeper shit than just cutting your losses.
