yes, mugen & ctr style lips for 96-98 civics will fit 97-00 ELs. dont get the 99-00 civic lips though, they dont fit as well.

yep, check out clubel.ca for more info/help....

the other option is to get an OEM Civic Si lip but it will have to be modded. its too short and will need to be cut and extened. here's one installed perfectly...
