The 215 meters that they spoke of was likely your distance from the laser device at the time your speed measurement was taken.

...which is why he notes, there's an 80 sign 700m from where the cops were, and another 120m from where the cops were, so if he was 215m away when they tagged him, he was definitely within that zone.

The sign you were speeding "against" is the one at 700m from the Laser location. You had not yet passed the one at 120m out so could not be speeding against a sign that you had not yet passed. It's like the reverse when you leave a speed zone. You are not permitted to be up to the new higher speed until you actually pass the speed sign. Same thing coming into a decreased speed zone...the lower speed begins precisely at the sign....NOT several hundred yards past it, as most people do.

Yeah, I think the point was getting at was, he was DEFINITELY NOT in a 70 zone, as alleged on the ticket.... since he was in between two different 80 signs.
