So, a little surface rust as you can see but from what I can tell 90% will come off with a good buffing.

I know you can't get a decent set of these for less than 80 bucks give or take brand new so lets say,

I am not sure the exact size, all I know is they have fit on anything I tried them on...GSR Mesh, Eagle Alloy ect...

so i take it these are 12x1.5?

I guess so yes, unfortunatly I know little about lug sizes. All I know is they fit my acura integra with gsr mesh wheels or eagle alloys. Whatever they are it's a very standard sizing.
