Another "PC won't boot" thread

So Ive had my rig for roughly 2 years now and it held up fine till we had a power outage in September. I've been busy with school so i've just been on my laptop the entire time and had no time to fix the desktop. When I tried to boot up the pc it boots up for 2 seconds and then shuts off it then repeats it self over and over. It doesnt post and I dont even see a BIOS screen. Okay, so I tried resetting the CMOS. This did nothing and now Im saying to myself Im totally screwed. I took out all the ram, video card, optical drive, everything thats peripheral and it does the exact same thing. So I can conclude it isnt the ram like someone else had a problem with earlier. I brought the PSU to work and they used one of those testers and it checked out fine. So the only thing I can conclude is it being the mobo. For clarification I've got:

E6600
Gigabyte DS3 P965
2X1 GB Firestix
2X512 OCZ Gold
Seagate 7200.10 320gb HD
Antec Truepower Trio 550W
Antec P180

And I tried going to gigabyte for an RMA but the damn site is down http://rma.gigabyte.us/ . Does anyone have any clue as to what it could be?

I think it's the mobo because this happened to my gf's computer a while back too. At 1st I thought it was the psu that blew (which did blew) but after putting in a new psu, the computer would boot up for a few seconds then turn off and in the end I was pretty sure the motherboard and psu blew from the power outage.

It's probably the mobo. On the board, are there any bulging or blown capacitors?

^+1 for mobo. The same thing happened to me a couple of times. Brown/Black out & the mobo got owned. I need a surge protector.

Ahh ic, I didn't spot any blown or bulging capacitors nor smell anything goofy at the time. Sounds like im going to have to wait like a month for this RMA to go through, that's even if the site goes back up. I sure hope the PSU and Mobo aren't shot ughh. I had it hooked up to a surge protector but I guess it was pretty crappy.

if it isnt the psu then the next one is the mobo

The Power Supply tester you used needs to test the PS under normal load. Did it appear to do this? If not, I would get another PS before concluding it was the MB.
