generally this happens when the target is hard to get to, or the shooter is too scared to actually go confront him. so instead they shoot the house up just to show a message that they aren't fucking around and if they do hit sum1 then bonus.

it's as effective as painting the curb pink, with the idea that gangsters dont like pink things, therefore, a pink curb will keep the gangsters away. (painting the curb might actually be cheaper than the barricades, i should be head of VPD)

Why not just stack 3 barricades on top of eachother on the gangsters front lawn? That would be awesome!!!!!

Seriously, what's so hard about doing a drive-by in the middle of an S-turn? Is the S-turn really that tight? If they drive slower, it's not like they'd have the right plates on there anyways.

I guess it's a relatively cheap deterent but about as useful as installing a flashing LED instead of an alarm.
