Which models might you be talking about? You're probably referring to the 2408WFP which is not an S-IPS panel. These monitors are very well in fact an S-PVA panel type. And yes, you can find them going for $499 when Dell has their famous "Dell's Day of Deals".

If you're a graphics designer who dabbles with a lot of photoshop or whatever, you'll want vivid, rich, indepth colors.
S-IPS monitors are the standard for people who want excellent clarity with photos. The viewing angles is another primary concern and S-IPS panels offer unprecedented imaging whereas inferior panels such as TN will look washed up unless you are directly in front of the screen.

There's nothing wrong with S-PVA panels as it's generally regarded a step above TN. If you're buying a monitor primarily for gaming, you might just as well get a cheap TN panel LCD which offer better input lag/response times. However, if you care about picture quality/ viewing angles then S-IPS is a must. This is where it gets tricky because unless you're ballin good luck trying to find ones at bargain prices. They're offered for more of a niche market thus the price is a lot more because the cost of producing these are substantially higher.

In Leymans terms: S-IPS>S-PVA>MVA>TN

If you want a IPS LCD I would consider the Dell 2209WA. It's not a true S-IPS but for the price you're getting a good overall value. It's 22" going for 220-250CDN mark.
