complicated ebay buyer scam
 
I sold a cell phone on ebay. Payment via paypal. Buyer receives the package complaining about scratches on the phone. Buyer goes onto paypal and escalates claim to let paypal decides the outcome. Outcome is buyer sends me back what i sent him, and i will give the buyer full refund.

Now, a week later. I recieve the package from the buyer. When i opened the package, the phone is missing as well as all accessories such as charger, data cable, battery. Paypal issued the buyer a partial refund.

So, right now the buyer has my phone and accesssories. I got back an empty box with only the manual, and the money is refunded to the buyer.

I made an appeal to paypal, stating my situation. Appeal is in progress, but in order to move forward with my appeal. paypal sends me a email stating: CONTACT YOUR LOCAL POLICE DEPARTMENT AND OBTAIN A POLICE/INCIDENT REPORT.

I went to both the cambie and main street vpd departments. They all told met to call non emergency number. They also say i have a suspect, and they cannot issue a report. I call non emergency number, and the lady tells me i have a civil dispute and the police will not be a part of this, because it is with ebay/paypal.

I go to a lawer, and they tell me to go back to police department. I seem to be stuck at a loophole, and all i need is a simple police report stating what happened, so i can fax to paypal.

so if anyone can help me out, that would be great

Call the non-emergency number. They should be the ones that will do up a report for you.

Call again. Say you want to file a report of the incident that occurred. I believe they have to file it.
