Not if the people that get sent to jail get put to work camps and have to pay for their own food/shelter. If they dont work they can stay in a cell with no windows 4x4 and live on bread and water.

There have been times when I thought about trying my luck in the private sector because of the perks, the possible salaries, and so on.
