It doesn't say anything about who is "allowed" to drive your car at all. It doesn't say that people in your household with less than 10 years experience AREN'T allowed to drive your car if it has this class rate.

All that page lists, is the conditions that qualify you for the special discount.

It's nothing to do with the law or regulations, it's to do with your insurance... the same as if you insure your car for pleasure use (to get a cheaper rate) and then drive it work beyond the amount allowed. Disobeying the conditions won't get you arrested, or a traffic fine, or points, or your car towed.

It WILL, however, get you in hot water with ICBC, who can choose to cancel your insurance in case of an accident, or back-charge you the extra, or even take you to court civilly, or charge you with fraud, or anything else that's within their purview if you insure your vehicle improperly.
