Relation Between Emissions & Water Temp Sensor?

I'm wondering if there's any correlation between an aircare-failing vehicle and a possibly malfunctioning coolant temperature sensor.

Does the coolant temperature sensor have other purposes than simply controlling the needle on the water temp. gauge in the cluster?

the coolant temp sensor is for the ECU, if it's malfunctioning then the ECU will think it's cold, and it will run rich. there is a separate sensor for the gauge, usually 1 wire

It can also trigger a relay that will kick your "high" fan on/off.
