WTB: 3G 2100mhz phone unlocked or Rogers locked (For Japan Roaming)

I'm going to Japan very soon and just found out FRS/GMRS two way radios are illegal there, so mobile phones are the only way to have mobile communications. I'm looking for a 3G phone that works on the 2100mhz band and is either unlocked or locked to Rogers. Condition doesn't matter, but it must be able to send/receive SMS and calls. Would like to keep it under $100, the cheaper the better. Please PM if you have anything.
