N/A running lean

1990 integra GS

When I am driving or accelerating, it feels like something holds the car back once and awhile. It runs great at WOT and idles good most of the time but its driving habits suck. I changed the plugs today and the plugs I pulled where all white. I now know that the problem is in the fuel delivery, yet I am unsure of what. I am going to check the fuel filter in a day or so, but I thought mabye the pump/strainer where no good. What else could it be? pressure regulator? I'm new to Honda. Driven everything else under the sun...

This leaves me to one final question. Where do I find the fuel pump? I removed the back seat and all I found was a cover leading to the sending unit. Must I drop the tank or is there another access panel.
