It could be a prank lol.
My friend once taped a letter-sized paper that says "Caution: Retard on the road! Keep a safe distance" onto the back of a car that illegally parked at his work place. The car drove off without noticing LOL.  | |

well, i've seen drifters put charms on their tow hook before...
theres many things people hang, ie: air freshners, keychains, emblems..

People put those "drift charms" on their tow hooks all the time. The same people who drive a stock civic on rotas.
Started out with the bosozoku kids in Japan putting buckets from cement trucks onto their cars to showoff how low they are since they scrape the shit out of anything on the road. You'll also see old school Toyotas with stolen subway handles on the hooks too.

feel bad for the plushie. I saw this car in richmond, the thing is so dirty...
some truck in van, has a fake leg squeezed between the rear gate, so just the foot is sticking out, looks like there's a dead body in the car from afar, it looks real until u inspect it upclose!.
