they had open betas in china and recently open beta in north america .. i preordered the game so i get to play in those .. now al lteh servers are off waiting for 22nd to be launched ... pre ordered customers can have a 2 days head start prior to 22nd

When it says: Head Start on the Live Game: Get an early head start to the live game, before the game goes on sale.

When does that start? and is it for actual game play or just reserving a characters name?

18th - create character to reserve names
20th - server is open for players that pre-ordered
22nd - servers go live for public
