Where to machine/balance rotors?

Long story short: I bought the wrong parts from the dealer, stupid me. And they won't take them back for exchange because it's been over 14 days.

The rotor dimensions are correct in every way EXCEPT for the outer diamater and thickness of the disc part where the pads touch the rotors. I need the outer diameter machined down by about 12mm and the thickness by 1mm. The parts that fit around the hub, bolts etc do not need any adjustment at all.

Anyone know a shop that can do this for cheap? Anybody half-decent with a lathe (ie any shop that can turn rotors) should be able to do this.

Thanks!
