Not exactly. Since the warrant is for Fail to Appear, it's to make sure that the offender will be arrested to be brought before a Justice of the Peace ("JP"). However, these warrants are usually endorsed warrants, meaning that the offender most likely will not be brought before a JP and the police department will issue a Promise to Appear ("PTA") to the offender so that he/she can attend to court at a later time.

He/she can still decide how to plead then... and he/she can still go and pay the fine and be done with with it.

This is different from traffic court.

Hold up, did you dispute it and were given a court date? Or were you given a court date when the incident happened?

If you disputed it and were given a court date I can't see them issuing a warrant. If you were given a court date when the offence occurred then you may have one. Either way, I would say your best bet is to straighten it out right away just in case there is a warrant. I have had a few times where I have dealt with people who have warrants for their arrest for unpaid parking tickets out of Vancouver. I always feel pretty ridiculous telling somebody they are under arrest for unpaid parking tickets.
